BRATISLAVA, May 25, (SITA) -- The co-author of tax reform and former advisor to Finance Minister Ivan Miklos, Richard Sulik, presented on Thursday the new concept of the so-called transfer bonus that cancels seventy various social payments. The transfer bonus concept also cancels all thirteen current transfers for employees and employers by introducing a so-called solidarity contribution and health insurance contribution proposed at 10 percent and 8 percent respectively of a citizen's total income. Instead of the current seventy various social payments Mr. Sulik suggests introducing the state-guaranteed basic benefit that Slovak citizens should receive from birth to death regardless of whether they work or are unemployed. This benefit should exist in four variants: basic state benefit, basic state child allowance, parental benefit and disability benefit. The transfer bonus, according to which the whole concept is named, will then comprise of all benefits a family or an individual receives from the state, and which would be lowered by 10 percent of their income.
